OPA, CPA: Working Together

I wish to thank Dr Paul Links for his coordination of a meeting between the OPA Council and the Canadan Psychiatric Association (CPA) Executive to share strategic directions, areas of concern, and areas of possible collaboration. Discussions concerning the sharing of minutes, opening an OPA web site at CPA’s MedSpecNet, and the possible option for a joint collection of CPA/OPA membership dues were initiated.

OPA’s strategic goals are very compatible with the CPA’s strategic directions. The OPA’s goals include:

• to become the recognized voice of psychiatry in Ontario
• to participate in the planning activities for the primary care and mental health systems
• to revise the structure of OPA so that it facilitates and supports the group’s functions
• to formalize the relationship with the Ontario Medical Association (OMA)
• to promote the “value added” quality of psychiatric services, and
• to continue OPA’s public affairs activities

The OPA Council and the OMA Section on Psychiatry have been actively involved, through the Coalition of Ontario Psychiatrists, “to create a viable, credible, and authoritative voice for psychiatry in Ontario.” The partnership involvement has led to the development of a well-received consensus document, Putting Care First. A joint meeting of the Coalition Executive with the CPA Executive was very productive in establishing a constructive dialogue.

During the meeting, Dr Links’ Presidential Address, Participating and Creating Change in Mental Health Care, was very well received. Mental health restructuring issues will continue to be the main agenda leading change in Ontario, and it is anticipated that amendments to the Mental Health Act will also be on the provincial government’s agenda.

Participants of the OPA meeting were saddened by the news of the untimely death of Jane Chamberlin, who served as OPA’s Executive Director. Her dynamic leadership and advocacy will be remembered and missed.

OPA Council

During the meeting, Lois Hutchinson stepped in as OPA President, sharing her presidential theme, Ethical Challenges Facing Psychiatry. The new OPA Council also includes Dr Alan Eppel, President-Elect, Dr Jane Howard, Secretary, Dr Margaret Steele, Treasurer, and Dr Michael Robinson, Resident Representative. Dr Robert Buckingham, Dr Ann Thomas, and Dr Rahul Manchanda were also elected to Council. Congratulations to all.

Mot du président

Ma première activité de janvier, à titre de président, a été de participer à l’Assemblée annuelle de l’Association des psychiatres de l’Ontario (APO). Il m’a été très agréable de rencontrer les collègues et l’excellence du programme scientifique, préparé par les Drs Pierre Leichner et Joel Jeffries, m’a épaté. Le programme de FMC encourageait une participation active et favorisait le perfectionnement professionnel. Le rôle primordial que joue l’APO dans la sensibilisation du public s’est confirmé lors d’un débat informatif au cours duquel le Dr Harvey Armstrong nous a fait part de l’expérience de parents d’enfants aux prises avec des troubles de comportement. Je remercie le Dr Paul Links pour avoir coordonné une réunion entre les membres du conseil d’administration de l’APO et ceux du conseil de direction de l’APC, qui nous a permis de discuter d’orientations stratégiques, de problèmes communs et d’examiner la possibilité de collaborer dans divers secteurs. Des discussions ont également été amorcées concernant la mise en commun des procès-verbaux, la création d’un site Web de l’APO par MedSpecNet et la possibilité de regrouper les cotisations des membres de l’APC et de l’APO.

Le conseil de l’APO et la section de psychiatrie de l’OMA ont travaillé activement, par l’entremise de la coalition des psychiatres de l’Ontario, « à devenir le représentant permanent, fiable et officiel de la psychiatrie en Ontario ». Ce partenariat a permis l’élaboration d’un document consensuel intitulé “Putting Care First” (Les soins d’abord), qui a été très bien accueilli. L’allocution presidentielle du Dr Links, intitulé “Participating and Creating Change in Mental Health Care” (Participation aux changements intervenus dans les soins de santé mentale et promotion de tels changements), a été bien accueilli par l’auditoire. La restructuration des soins de santé mentale demeura un dossier majeur durant 1998 en Ontario. Des amendements à la Loi sur la santé mentale sont aussi à prévoir.

La réunion de l’APO a été assombrie par l’annonce du décès prématuré de la directrice générale, Jane Chamberlin. Son dynamisme et son engagement resteront gravés dans nos mémoires. Elle nous manquera beaucoup.

Conseil d’administration de l’APO

Au cours de la réunion, la nouvelle présidente de l’APO, D Lois Hutchison, nous a fait part de l’idée directrice de son thème presidentiel, Lesdéfis éthiques de la psychiatrie. Le nouveau conseil d’administration est composé de Dr Alan Eppel, président désigné, de Dre Jane Howard, secrétaire, de Dre Margaret Steele, trésorière, et de Dr Michael Robinson, représentant des résidents. Les autres membres élus du conseil sont Dr Robert Buckingham, Dre Ann Thomas et Dr Rahul Manchanda. Félicitations à tous.
